Opening a Dial Up Network Connection in the command line prompt

How can I open a Dial Up Network Connection in the command line prompt?
I believe that you would have to write a program to get the Dialup Network Connection box to pop up. The one thing you might try is using a tool like my Tester program which allows you to record and playback keystrokes. You can find Tester in my June 2000 Bugslayer column from MSDN Magazine at http://msdn.microsoft.com/msdnmag/issues/0600/Bugslayer/Bugslayer0600.asp.
