Power User rights for Win2k Pro laptop user on NT4 domain

How can I give rights to a laptop user using Win2k professional on an NT4 domain. I want to be able to give Power User rights, plus allow users to set up or manage dial-up connections. Can I effectively do this per machine per user to 40 laptops?

If you're running NT4 Service Pack 3 or later, you'll have a group in the NT4 domain called Authenticated Users. You can add the Authenticated Users group to the local Power Users group on each laptop. This way, a user can log on to any of the laptops and get increased permissions.
