There is no MSCONFIG utility in Windows 2000. You'll need to remove the shortcut to the application from the Start menu.
It could be one of two places. First is your own profile. Right-click the Start button and select Explore. This opens Explorer with the focus on your profile. Drill down to Start Menu | Programs | Startup. Delete the shortcuts from this folder.
The second place you'll find shortcuts is in the All Users profile. Right-click the Start button and select Explore All Users. (You'll need admin rights on the machine for this option to appear.) Drill down to Start Menu | Programs | Startup. Delete the shortcuts from this folder.
