Receiving 'library not registered' error when I try to use Computer Management Local Users and Group

I have a problem with my Win2000. When I try to use Computer Management Local Users and Groups, I receive: "Unable to access computer CESARM." The error was: "Library Not Registered." Can you help me? Thanks in advance.

You've had a registry or an AD database corruption. Perform an upgrade install to attempt a repair. You can also attempt to use the Recovery Console to attempt the repair (for details go to TechNet and do a search on "recovery console"). If neither of these work, you'll have to re-install. Next time, perform regular backups so you can restore from backup.
