Recurring "writing to disk" problem

I have a "writing to disk" problem that arises continually. I have to use safe mode to defrag. I have tried turning things off with Control+Alt+Delete and with "end it all," but it always comes up that something is writing to disk. How do I find out what is writing to disk, so I can turn it off? Thank you.
You can seek out which active programs are locking files (i.e. accessing and/or writing) using a tool such as Handle from http://www.sysinternals.com. You may also consider using a third-party defragmentation tool such as Speed Disk from Norton.
