Removing the 'read-only' attribute on folders in Win 2003

I've found that I can't remove the 'read-only' attribute on any folders on my Win 2003 Server. This prevents users from saving files to their home directories and group directories. I've tried to reset it through the GUI by unchecking the box. It acts as if it's resetting the attributes, but when I go back into properties, it's back. I've also tried it through a command prompt with attrib.exe, same story. Very strange... Any ideas?
