Restoring default group policies

I have a Windows 2000 with SP4 domain controller and files within sysvolpolicies are disappearing. All my workstations have error messages "Windows cannot query for the list of Group Policy objects", and netlogon share is not present on the server. Unfortunately I don't have any backup. Can I restore default group policies without reinstalling Windows 2000 server...and if so, how?
The only method I'm aware of is to create template files of the default GPOs from other non-compromised systems to load onto your damaged system.
