I know SAN MIB is supported by vendors like EMC but SNMP is unreliable compared to TCP/IP based
COPS. I would like to know if there are any plans or availability of COPS based resource
provisioning at port level for a SAN switch. Any information in this area would be really
helpful.

Good question. I haven't heard of anyone going down this path. The choices that I am familiar with are proprietary approaches or SNMP. It is possible to make SNMP much more reliable with the right scripts/programming. The secret of success is to avoid assuming your command was executed and follow up with other commands to confirm the details. It makes more programming but gets you reliable service.
