SUS server can't reach the Internet

I have an SUS server on a network that cannot reach the Internet. Without interfacing with some sort of proxy or parent SUS server, is it possible for me to manually download the mssecure.xml and all required file updates, port them onto my SUS server, and then update machines via SUS on my isolated network?
