Services stopping for no apparent reason

I have Windows 2000 Server SP3. SP4 didn't help, so I took it off and the system works better without it. IIS services and a few others stop for no apparent reason. "iisreset" gets us going again, but minutes later we need to run it again! All involved services are set for auto start.

Sounds like a Registry corruption or virus infection. I'd attempt an in-place upgrade install to repair the issue, then re-apply the service packs and hot fixes. If that fails, make a backup of the data, and rebuild the server from scratch.
