Transfer user accounts from Windows 2000 to Windows 2003

An administrator planning on moving from Windows 2000 Server to Windows Server 2003 wants to know if there's a way to transfer all the user accounts from Windows 2000 to Windows 2003, including the SIDs.

I have a Windows 2000 server and I'm planning to migrate it to Windows 2003. However, this is not working due to schema corruption. I'm planning to set up a new domain controller on Windows 2003. Is there any way that I can transfer all the user accounts from 2000 to 2003 including the SIDs?
