On your second question, if the update is not listed on your SUS server, then it is probably not applicable to your environment. The update you are looking for may have been included in another update or superceded by a later update. The best way to test this is to download the update from the Windows Catalog and try to apply it to a single computer. See the following for downloading the updates manually:
