Using GPOs, is it possible to add users to the local administrators group on workstations and change the local administrators' passwords?
Nope. You could, however, use scripting techniques to perform the actions. Check out ADSI scripting: http://www.microsoft.com/windows2000/techinfo/howitworks/activedirectory/adsilinks.asp.
