Depending on the extent of the migration that you need to perform, you can use freely available tools such as the Active Directory Migration Tool to migrate user and group accounts, the File Server Migration Toolkit to migrate shared folders, and the Robocopy utility to do extensive file copy operations while retaining permissions on the migrated files. All of these are available as free downloads from the Microsoft Web site.
