Whenever we reboot our SBS server, the Exchange virtual folders in IIS lose their connection back to

Good day. We have a Small Business Server 2000 on which we use Web mail. The Exchange Server is V6, SP2 and we use IIS 5. The only recent changes were the application of the IIS lockdown and URLScan. Now, whenever the server is rebooted, the Exchange virtual folders in IIS lose their connection back to Exchange. I have to go into the Default Web site, go to the Exchange folder, choose "Properties," hit "Browse" and then "OK" after I pick MBX. This is really frustrating because every time the server is rebooted we lose Web mail (OWA). Any help is greatly appreciated.
