Where can I find the Command Interpreter?

When I am loading Win98, it asks me for the "Command Interpreter." What is this and where can I find it?
The command interpreter is COMMAND.COM or COMMAND.EXE. If it's asking for that when you boot Win98, something may have gotten damaged somewhere along the way.
