I'm trying to software RAID-5 three 18.2GB disks. Why can't I Raid-5 the OS partition on disk0?

It's a limitation of Windows. You can't implement software raid until after Windows is fully booted. If the boot partition were inside a software controlled RAID configuration, you could not gain access to it. If you want to RAID the boot partition, you must use hardware based RAID.
