Why can't I change a password for a user?

Hello. I am having an issue in regards to group policy and specifically security policy. I am unable to change the password for the currently logged on user using Ctrl+Alt+Delete, and receive the following error: "The password on this account cannot be changed at this time." The account has been set up for a few days now and the minimum password age is one day. I have tried disabling the minimum and maximum password with no luck. Have you seen or encountered this error or problem before? Any help would be greatly appreciated.

Check the settings on the user account directly. Direct settings override those of GPOs. The user account may have the "password cannot be changed" control enabled.
