Why can't I monitor server performance counters remotely?

I am unable to monitor performance counters of a server remotely. When I try to open performance monitors on one Windows 2000 server and actually try to open counters from some other servers, it doesn't work. What might be the issue?
You must be an administrator for the domain in order to view counters on other systems. If you are not an administrator, it can still be done, but the remote registry service must be enabled. Since this is such a big security risk, I don't recommend it.
