Why does Win2k report a 4204 error every 40 minutes?

Windows 2000 server pumps a 4204 error into Event Viewer every 40 minutes. My DNS is fine -- everything works great. What is causing this? The Event ID fix (make sure TCP/IP is being used!) means absolutely nothing.
My research indicates that this is a Windows Internet Naming Service (WINS) issue, not necessarily a DNS issue. Check your DNS to WINS configuration (if any), and check to see if you have clients pointing to a WINS server (incorrect or non-existent). Stop and restart the WINS service. If that fails, you may need to contact Microsoft for more specific troubleshooting.
