I don't have much information to go on, so the most I can say definitively is that "something is missing". Unfortunately, the app (or the ASP engine) isn't giving you a very useful error message, so I can understand your frustration.
A good place to start troubleshooting this type of error is to carefully examine what the app is trying to do when the error condition occurs. I like Filemon, Regmon, and Process Explorer, available from sysinternals.com:
