I have an NT 4 Domain. Is it possible to add a Win2003 Server to this domain as a Domain Controller without turning on Active Directory?

No. A Windows 2000 or Windows 2003 system can only be a Domain Controller in an Active Directory. You will need to upgrade to AD prior -- meaning upgrade the PDC and all BDC's from NT 4.0 to Windows 2000 or Windows 2003 -- to adding additional Windows 2000+ servers.
