How can I convert a workgroup server to the primary domain server?

That depends on which Windows Server version you are using. However, I believe running "dcpromo" from the Run command or Command Prompt on either 2000 or 2003 will launch the correct utility. For a step-by-step walkthrough, go to www.microsoft.com/technet and search using the keyword "dcpromo."
