Can I install two instances of Windows 2003 Server on a box and give access to both servers for my users? Basically I am trying to configure the testbed/development server into one box.

As long as you have the necessary hardware to handle the performance load, your best bet for testbed/development scenarios like the one you're describing might be VirtualPC or VMWare:
