When a user on the domain tries to convert a Microsoft Word document to a PDF file using Adobe Professional 7.0, their PC freezes. Is there another way to grant the user access other than giving them power user rights?

This sounds like there could be a great deal more going on here. If the entire PC is freezing up because of this, you may have a bigger problem than getting the user access to the file. Start by checking to see if you have a damaged Word or Adobe installation. Also check to see if there are too many temporary files in the user's profile or in the system directory.
