The Terminal Services Licensing discovery process attempts to find a licensing server by using RPCs to all domain controllers in the same domain. If the Licensing discovery fails, an error is logged. To force a particular license server for Terminal Services you must:

a. Adjust the two simultaneous connection limit
b. Check to see if RPC calls to the server in question are failing
c. Set a default licensing server
d. Edit the 'DefaultLicenseServer' registry key
e. Swap your HAL 9000 for a Dell
