w and mark "launch folder windows" in a separate process. When you do this, you can start Explorer in any user account with the command: runas /u:administrator Explorer. Note, you must know the user password.

The same result will be reached if you start Internet Explore as an administrator (using the same working password) and choose View -> Explorer Bar -> Folders. The first tip is for more permanent use.
