Repairing an attempted update of Windows Installer

When I recently tried to install the Norton 2003 antivirus program on a computer with a Windows ME, I got the following message:

  • "The MSIEXEC.EXE file is linked to a missing export MSI.DLL:222."

Symantec web site for possible causes, I found this reference in the Microsoft Knowledgebase:

  • OFFXP: "The MSIEXEC.EXE File Is Linked to a Missing Export MSI,DLL:222" Error Message When You Try to Install, Update, or Remove a Windows Installer-Based Program. Article Number: 324638.

This article lists proper procedures for solving the problem under the Win 95, 98, ME, and NT 4.0 platforms. Even though this says that it applies to Office XP (Setup), the procedures listed here allowed me to get a good Windows Installer update on the ME computer, and to successfully install Norton 2003 with no problems.
