Allowing access to some administrative features but not others

I need to understand how we can grant users to access selected administrative features such as AT command and yet block them from other administrative functions as a security measure.

Additionally, check out the security options afforded to you within Computer Configuration | Local Policies | User Rights Assignment and also Security Options. You can simply leave the user with their normal rights, then add them ONLY to the specific security functions that they need.
