Can I change the bounce-back message for e-mails that exceed our size limit?

My company is trying to set a size limit on e-mails. I want to know if there is a way to change what the bounce-back message say when an e-mail exceeds the limit. Is there a way to modify the auto-generated return message?
As far as I know, there is no native interface for changing the message that gets generated. However, Microsoft has a tool called RLQUIKED that can edit the Exchange resource file (MDBSZ.DLL), which contains this message string. You can download the RLTOOLS.
