Can I copy or migrate the local users of all servers to a Windows 2000 local group or do I have to c

I have 10 NT4 servers (20GB each). I am planning to migrate to a server-class machine with Windows 2000 server. The problem is I have many local user groups in each server, and when I restore the data from my NTbackup with permission ticked, I get permission but the local users are not copied as they are not created in it.

I need to know whether it is possible to copy/migrate the local users of all servers to Windows 2000 local group with the help of any tools or any other options instead of creating them again in the Windows 2000 server.
