Can I restrict e-mail so that some users can only send mails locally?

Can I restrict e-mail so that users can only send mails locally? We are using Exchange 2000 SP3 and I want to restrict some of my e-mail users so that they can only send e-mail within the organization. For example, if I have a user A and a domain called mydomain.com, user A can only send e-mails to mydomain.com e-mail users. Other users of mydomain.com can send e-mails anywhere. Is this possible?
To prevent them from sending anything but local e-mail, you can use the Delivery Restrictions tab to set permissions on SMTP Connector. See KB article Q265293 for details on how to configure an SMTP Connector.
