Creating an Outlook 2007 user profile in Windows Vista

How would I create an Outlook 2007 user profile (not email account) in Windows Vista? I'm unable to find the mail icon in the Control Panel and am still trying to find a command to access it directly.
From your question it's clear that you're running the 64-bit version of Windows Vista. In order to find the mail icon, you'll need to navigate to Control Panel -> 32 bit control panel items folder. Once here, you'll see the mail icon.

Next, double-click the mail icon, then click on Show Profiles. From there, either select Add to create a new profile, Copy to copy an existing profile to use as a starting point or Properties to modify an existing profile.

To access the mail icon directly, you may also be able to create a shortcut to mlcfg32.cpl, which is in the C:\Program Files(x86)\Microsoft Office\Office12\ directory.
