Eliminating the need for individual configuration

I am looking for information on how to transfer a user's settings or registry settings in Win2K to a recently built machine, so as to eliminate the need for individual configuration. As configuration will always be needed, I'm just looking for a rundown - i.e. is it possible, if so how easy/difficult,is it worthwhile?
Use the File and Settings Transfer Wizard, the Backup tool's System State Data, or the REG tool, or maybe even the Security Configuration and Analysis MMC snap-in. I'm not exactly sure what you are attempting to do.
