Error 1053: Exchange System Attendant service could not start

Get advice on how to troubleshoot Exchange System Attendant error 1053: 'The service did not respond to the start or control request in a timely fashion.'

The Microsoft Exchange 2000 System Attendant service will not start. It is giving me the error 1053: "the service did not respond to the start or control request in a timely fashion."

I've already tried moving several accounts to the Users directory folder, but that did not fix the problem. I also noticed, when checking other problems, that my Exchange 2000 server is shown as a replication partner for my domain. I think this is incorrect. Any advice on getting the Exchange System Attendant service running would be greatly appreciated.
