Exchange 2003 order of upgrade

Do you have to upgrade a Windows 2000 domain controller to Windows 2003 in order to do an in-place upgrade from Exchange 2000 to 2003 on a member server?
No, it is recommended to only extend the Active Directory Schema in Windows 2000 by running ForestPrep and DomainPrep. Then you will be able to install Exchange 2003. Upgrade Windows to 2003 after the Exchange installation is complete.
