Exchange public folders not appearing after Exchange 2003 migration

I recently migrated mailboxes to a new Exchange 2003 server in our site. None of the mailbox owners on that server can see any Exchange public folders. If I move them to another server, they can see the Exchange public folders perfectly. I have checked the Exchange public folder store on the new server and all the settings look good, but no replication is taking place. What did I do wrong on the new Exchange server?
If your migration was from Exchange 5.5, then I suspect you didn't run the Directory Store/Information Store consistency adjuster as described in Microsoft Knowledge Base article 328287 " How to prevent permissions problems when you migrate public folders to Exchange 2000 Server or Exchange Server 2003."
