How can I move the 'Documents and Settings' folder to a different location?

How can the "Documents and Settings" folder be moved to a different location? I have a customer that wishes to have the data contained under "C:Documents and Settings" in "d:data." No structural changes are needed to the subfolders or the contents, just the drive location. I tried using a combination of setting the %userprofile% variable and the hivelist values to "D:data," but the hivelist values get reset to deviceharddiskvolume1Documents and Settings.
You can't move the entire Documents and Settings folder. Period. That is hard coded into how Windows 2000 and Windows XP manage user profiles. But you can redirect the My Documents location by right-clicking over it and providing a new target location.
