How can I secure TSE users' access on a Win2k server?

How do I secure TSE users' access on a Windows 2000 server (invisible icons on the desktop, deny access to options from start menu, restrict access to folders and files, etc.)?
One way to do this is with group policies set on the terminal server. There are also some third-party tools such as triCerat's Desktop 2001 and ThOR that restrict user access to the terminal server, and accomplish some things that Win2k group policies cannot.
