How do I add a domain to current recipient policies?

I want to add a domain to my current recipient policies. However, the Exchange System Manager will not allow me to do so. It says:

"Network path not found. Facility: Win32. ID No: c0070035. Exchange System Manager."
I can access the M: drive and the other drives where the Exchange data and program files are housed. We currently run antivirus software on the Exchange server; this software captures incoming mail to all the domains I need to add, but is unable to communicate with the Exchange server concerning this domain. I am flabbergasted. Any ideas?
This is a known error message that occurs because the Remote Registry Service is not running on your Exchange server. If you start the Remote Registry Service and try the operation again, it should succeed without any problems.

For more information on this, see Error ID: C0070035 in Exchange System Manager.
