Forwarding both internal and external email should not be a problem. Verify that you have selected "Allow Automatic Forward" from within the Advanced tab of the Internet Message Formats node of the Exchange Management Console. Also, verify that the account to which you are sending messages does not have any delivery restrictions on it; you can locate that setting on the Exchange General tab of the given user's account in Active Directory Users and Computers (ADUC).
