Implement group policy with Windows 2003 SBS

We purchased Windows 2003 SBS. We are going to install it in an environment where we have clients of Windows 98, Windows 2000 and Windows XP. Please explain the procedure to implement AD, DNS, DHCP and Group policy. We have one more 2003 server which we are using as a FTP server. How to configure this server in that domain?
