Making optical drives read-only

I have searched, but haven't found a Group Policy object or other method that will do what I need. My company is about to place an order for new systems and would like all to have CD-RW drives. However, some systems should be restricted so the optical drives are read-only and the write feature is disabled. How can this be done?
There is no policy setting I know of which will do this. You might consider finding a driver which works for read, but doesn't have write capability. This is a long-shot at best. Try drivers in the same family of CD-ROM drives. Again, I know my advice here is quite a long shot.
