Outlook Web Access limitations using Exchange Server public folders

Outlook Web Access (OWA) users can't reply or forward to Exchange Server public folder email. Our expert weighs in on this OWA limitation.

I'm currently managing an Exchange Server network in which several employees are using Outlook Web Access (OWA). In OWA, they can view and create email in Exchange public folders, but they cannot reply or forward to the same public folder email. Why is this, and do you know of a simple solution to this problem?
This is by design and there is no way around it. There may be a resolution for this in Exchange Server 2007, however.
