It has probably been updated by some other means. I have read KBID259554 to update some setup files but that has not helped. My Setup.exe for Outlook 2002 is version 220.127.116.1121 and my enhsetup.exe is version 10.0.2627.0. What is forcing Outlook to want to install an update, and what is causing the subsequent failure?
A second possibility is that the temporary files being unpacked into the C:Config.msi directory by the installer might need to be deleted. You may have older temporary files there that are blocking the upgrade.
