Outlook keeps trying to install updates, then fails

An admin who was running Office 2000 in Win XP SP2 upgraded only Outlook to Outlook 2002. Now whenever Outlook is opened it tries to install an update, and then fails.

I was running Office 2000 in Win XP SP2 and upgraded only Outlook to Outlook 2002. I updated Outlook 2002 to SP3 from the Office Web site. However, every time I open Outlook, it now wants to install an update and I get this message: Error 1328 Error applying patch to file.

It has probably been updated by some other means. I have read KBID259554 to update some setup files but that has not helped. My Setup.exe for Outlook 2002 is version and my enhsetup.exe is version 10.0.2627.0. What is forcing Outlook to want to install an update, and what is causing the subsequent failure?

Two possibilities come to mind with a problem like this. The first is that you might have an older version of the Windows Installer, or else it might not be correctly configured. You can upgrade to the 3.1 version of the installer here, which may help address many of the issues with it (including possible Microsoft Office installation/upgrade issues).

A second possibility is that the temporary files being unpacked into the C:Config.msi directory by the installer might need to be deleted. You may have older temporary files there that are blocking the upgrade.
