POP3 server filters all email into Junk folder as spam

When the POP3 server filters all inbound and outbound Exchange Server email into the Junk folder as spam, the culprit could be your antispam solution.

I have a POP3 server that filters both inbound and outbound email messages into the Junk folder as spam. Email sent to Yahoo and other Internet Service Providers (ISPs) get marked as junk email, as well as messages from within the organization. How can I prevent this?
I don't know if you are referring to the Exchange POP3 Virtual Server or a third-party product, so it is difficult for me to give you an explicit answer. The most likely culprit is the antispam solution that you have running. In Microsoft Exchange, it could be the Intelligent Message Filter (IMF) or a third-party software/hardware solution.

If you can identify the antispam solution you are using, then you should be able to find out how to configure the settings that are filtering your messages. Check out the Exchange Intelligent Message Filter Crash Course for more information.
