Preventing users from accessing the control panel or CMD

We have Windows 2000 Server running in workgroup. Can I make Group Policy for all users so they cannot access the control panel, run command and CMD?
If your clients are only using a server in a workgroup, you cannot set up a GPO and expect users or computers to bend to your will. For this, they must be joined to a domain. However, you can, if you want, run around to each machine, and log on as the local administrator. Next, you can run GPEDIT.MSC and make the changes you want there -- locally. The downside, of course, is that when you're ready to make the changes back again, you'll have to, once again, make those changes locally.
