Restricting Internet access after installing Service Pack 4

After applying Windows 2000 service pack 4 to my servers, all users are able to get out onto the Internet even though I have applied a bogus proxy server in Group Policy. This proxy server IP address does show up in the connection page within IE6 when logged on as a user; however, the user can still get out to the Internet. This was not the case before I applied the service pack. I have recreated the group policy; however, this does not work. Have you any ideas, as I need to restrict a lot of users from accessing the Internet? Any help would be appreciated.
I would recommend using a firewall rule or ACL to restrict access by user or group rather than attempting to use GPOs to restrict access.
