No, this is not possible with out-of-the-box Exchange Server. Exchange public folders act differently than mailboxes for this kind of thing. You may be able to write a script similar to that described on Sigfried Weber's CDOLive.com site, or query your favorite search engine for '"public folder" tasks reminder or similar.
