Setting up a workgroup so users don't have to log in to access shared resources

I have a Win2k Pro workgroup setup of 21 computers. Some users can access the shared resources without using a password; others are required to enter a user name and password. How do I set the workgroup up so that the users do NOT have to use a username and password to access a shared resource?
Ensure that all clients have the workgroup defined exactly the same, including capitalization. Next, define on the share how access is granted. When defining the share, don't define a password or select individual user accounts for access, instead allow global/everyone access.
